Texas officials said employees and small business owners that sign up for Healthy Texas should treat its health coverage in the same way as regular health insurance. The Texas Department of Insurance hopes that Healthy Texas will find its niche among small employers. And that it will make a dent to significantly reduce the number of uninsured people in Texas.

The public-private insurance program does not have universal support among all Texans, with some conservative groups opposed to Healthy Texas because they believe health insurance should not receive state subsidy.

Still, the insurance department said this approach is wise use of public funds and that it is not a direct subsidy but rather uses the private insurance market as the foundation of the program. It takes advantage of the employer-based health coverage system so that more people can avail of health insurance.

The insurance department is planning to request for additional funding once the fund is depleted in order to keep the program going.
